Most eLearning modules open with a slide that looks something like this:
“By the end of this module, you will understand the importance of data privacy in customer communications.”
That sentence feels like a learning objective. It has the right structural elements, “by the end of this module,” “you will,” a topic name, and a sense of purpose.
It is not a learning objective. It is a topic statement wearing a learning objective’s clothes.
The difference between these two things, a genuine learning objective and a topic statement masquerading as one, is not a matter of academic precision or instructional design pedantry. It is the difference between eLearning that changes behaviour and eLearning that informs without changing anything.
This blog explains that difference precisely. It explains why topic statements consistently produce weak eLearning. It explains what genuine learning objectives look like and how to write them. And it explains why getting this single design decision right changes every subsequent decision in the development process, from content design through assessment through measurement.
The learning objective is not a formality that lives on the first slide of a module. It is the architectural foundation of the entire learning experience.
Every content decision flows from the learning objective. What gets included and what gets left out. How deeply each concept is explored. What practice activities are designed. What the assessment measures. What success looks like.
Consequently, a weak learning objective, one that describes a topic rather than a performance, produces a cascade of weak downstream decisions. The content covers the topic comprehensively rather than building the specific capability the objective should have defined. The practice activities rehearse recall rather than application. The assessment measures awareness rather than competence. The evaluation cannot determine whether the training worked because the objective never defined what working would look like.
Furthermore, weak learning objectives make it structurally impossible to demonstrate training ROI. If the objective states that learners will “understand” or “be aware of” something, there is no observable performance outcome to measure against after training. Consequently, the L&D team cannot prove the training worked, not because it did not work, but because the objective never defined what working meant.

A topic statement describes what a module covers. It names a subject area, a concept, or a domain of knowledge that the training will address.
Each of these feels like a learning objective. Each has a formal structure. Each names something the training covers. And each is entirely useless as an instructional design anchor because none of them specifies what the learner will be able to do differently after completing the training.
They look similar on the surface. They appear in the same position in a module, the opening slide. They use similar sentence structures. And writing them requires less work, because describing a topic is significantly easier than defining a measurable performance outcome.
Additionally, topic statements feel comprehensive. “Understand the principles of customer communication” feels like it covers the full breadth of what matters. A genuine learning objective — specific, measurable, behavioural — feels narrower, which makes designers worry they are missing something.
They are not missing something. They are gaining focus. And focus is what produces effective learning design.
A genuine learning objective defines a specific, observable, measurable performance behaviour that the learner will demonstrate after completing the training.
A genuine learning objective describes something a real observer could see a learner doing, not a mental state the learner inhabits.
“Understand” cannot be observed. “Identify” can. “Appreciate” cannot be observed. “Apply” can. “Know” cannot be observed. “Demonstrate” can.
The test is simple: could a manager watching a learner at work confirm whether this objective has been achieved? If yes, it describes observable behaviour. If no, it is a topic statement.
A genuine learning objective can be assessed. There is a clear, definable standard against which the learner’s performance can be evaluated.
“Understand the importance of data privacy” cannot be measured, there is no performance standard against which to assess understanding. “Identify the three categories of personal data that require explicit customer consent before processing, and select the correct handling procedure for each” can be measured precisely.
Furthermore, measurability connects the learning objective to assessment design. When an objective is genuinely measurable, the assessment almost writes itself, because the objective has already defined what demonstration of competence looks like.
The most precise learning objectives specify not just what the learner will do but under what conditions they will do it and to what standard.
These objectives describe performance conditions, “given a customer complaint scenario,” “when completing a supplier onboarding form” and performance standards, “within the timeframe specified,” “accurately in accordance with.”
This level of specificity is the difference between an objective that guides an entire design process and one that merely labels a topic.

The limitation: Remember-level objectives are necessary but not sufficient for genuine behaviour change. Training that stops here produces awareness without application.

The important note: “Understand” at Bloom’s Level 2 is NOT the same as “understand” used as a vague topic statement verb. At Bloom’s Level 2, understand means demonstrably comprehend, which is assessed through explanation, comparison, or classification, not through a completion record.
What it means: Use knowledge in a new situation, not just recall or explain it.
When to use it: For procedural training, compliance training, and any objective where the goal is correct performance in a real work situation.
Example verbs: Use, execute, implement, solve, demonstrate, perform, carry out, apply
Example objective: “Apply the company’s five-step KYC verification procedure to a new individual customer onboarding case, completing all mandatory fields accurately.”
Why this level matters: Apply-level objectives are the minimum standard for training that is intended to change on-the-job behaviour. If the training goal is performance change, not just awareness, the objective must be at least at the Apply level.
What it means: Break information into component parts, identify relationships, draw conclusions.
When to use it: For training that requires learners to evaluate situations, identify risks, or make judgments based on multiple factors.
Example verbs: Differentiate, examine, distinguish, compare, investigate, diagnose, categorise
Example objective: “Differentiate between a genuine supplier relationship and a potential conflict of interest scenario, identifying the specific factors that make the latter a disclosure obligation under the ethics policy.”
When to use Analyse-level objectives: Compliance training involving judgment calls, risk assessment training, and any programme where the learner must evaluate ambiguous situations.
What it means: Make judgments about quality, value, or appropriateness based on defined criteria.
When to use it: For leadership development, quality assurance training, and programmes that require learners to assess situations and make recommendations.
Example verbs: Judge, justify, critique, assess, defend, prioritise, recommend, select
Example objective: “Evaluate a team member’s performance against the quarterly KPIs and recommend a coaching approach appropriate to the identified development gap.”
What it means: Produce something new — design, construct, or generate a novel solution.
When to use it: For advanced professional development, innovation programmes, and leadership training.
Example verbs: Design, construct, develop, formulate, produce, compose, generate, plan
Example objective: “Design a risk mitigation plan for a customer data handling scenario that addresses all identified GDPR compliance risks within the operational constraints provided.”

Genuine learning objective: “Given a scenario involving a supplier interaction that may constitute a prohibited benefit under the company’s anti-bribery policy, identify whether a disclosure obligation exists and select the correct reporting procedure.”
What changes: The objective makes the assessment obvious, the scenario design specific, and the success measurement possible. The topic statement does none of these things.
Topic statement: “Learners will appreciate the importance of empathetic communication in customer interactions.”
Genuine learning objective: “In a simulated customer complaint interaction, apply the company’s three-step de-escalation framework — acknowledge, investigate, resolve and select response language that reflects the empathetic communication standard defined in the customer service guidelines.”
What changes: The objective defines what empathetic communication looks like in practice, what framework guides it, and what standard it is measured against. The topic statement describes an emotional orientation with no actionable design implications.
Topic statement: “After completing this module, employees will be aware of the correct procedures for handling chemical spills in the warehouse.”
Genuine learning objective: “When presented with a chemical spill scenario in a warehouse setting, identify the correct PPE requirements, execute the containment procedure in the correct sequence, and determine whether the incident requires escalation to the safety officer under the company’s incident classification framework.”
What changes: The objective is specific enough to design a simulation around, to assess against concrete performance criteria, and to measure for application after training. The topic statement could be satisfied by a learner who read the policy heading.
Topic statement: “Participants will understand different leadership styles and when to use them.”
Genuine learning objective: “Analyse a team scenario involving a performance challenge and select the situational leadership style — directive, coaching, supporting, or delegating, most appropriate to the team member’s demonstrated competence and commitment level, justifying the selection against the situational leadership framework.”

With a topic statement: Assessment measures recall, “Which of the following best describes the GDPR definition of personal data?” The assessment tests whether the learner read the module.
With a genuine objective: Assessment measures the performance defined in the objective, presenting a realistic scenario and requiring the learner to make the specific judgment or execute the specific procedure the objective describes. The assessment tests whether the learner can do the thing the training was designed to build.
The practical impact: Objective-driven assessments produce far more accurate data about whether learners are ready to apply the training in their actual work context. They are the foundation of meaningful training ROI measurement.
With a topic statement: ROI measurement is impossible, because the objective never defined a measurable performance outcome. The L&D team can report completion rates and satisfaction scores. They cannot report whether the training changed anything.
With a genuine objective: ROI measurement is straightforward, because the objective defined a specific, observable performance behaviour. After training, that behaviour can be observed in the real workplace, compared against pre-training baseline data, and connected to the business outcomes it was designed to produce.
The practical impact: L&D functions that write genuine learning objectives build the measurement foundation for demonstrating business impact. Those that write topic statements cannot.
Writing genuine learning objectives requires answering four questions before choosing a verb.
Start with the business problem, not the topic. What are learners doing wrong, doing inconsistently, or not doing at all that this training is supposed to fix? The answer to this question defines the performance domain of your objectives.
This question forces the objective to be behavioural. “Understand data privacy” is not a behaviour. “Identify which customer interactions require explicit consent under GDPR before proceeding” is a behaviour. The answer must describe something observable.
Where will the learner apply this skill? Under what constraints? With what information available? In what professional context? The answers provide the condition clause of your objective, “given a customer complaint scenario,” “when completing a supplier onboarding form,” “in a team meeting with a resistant team member.”
What does correct performance look like? What accuracy, speed, completeness, or quality criterion defines success? The answer provides the standard clause, “in accordance with the company’s data incident response policy,” “within the timeframe specified in the SLA,” “accurately and completely.”
Condition + Action Verb (Bloom’s Level 3 or above) + Performance Content + Standard
Example: “Given a simulated supplier gift-offering scenario [Condition], identify [Action Verb] whether the situation constitutes a prohibited benefit under the anti-bribery policy [Performance Content], and select the correct disclosure procedure in accordance with the company’s ethics reporting framework [Standard].”
Even L&D teams that understand the principle make consistent mistakes when writing objectives. The following are the most common, with specific fixes.
The fix: Ask what understanding looks like in practice. Replace “understand X” with “explain X,” “apply X,” “distinguish X from Y,” or “use X to [specific outcome].”
The fix: Audit the module content to identify every distinct performance behaviour it addresses. Write a separate objective for each. Then evaluate whether the module is trying to do too much, often it is.
The fix: Write objectives first. Always. Content exists to build the capability the objective defines. Content developed before objectives are written consistently includes irrelevant material and omits critical practice opportunities.
Topic statements are programme-centred, “this module covers X.” Genuine objectives are learner-centred, “you will be able to do X.” The subject of the objective sentence is always the learner.
The fix: After writing each objective, immediately ask: how will I assess whether this has been achieved? If the answer is “I cannot assess it,” the objective is not a genuine learning objective. Revise the verb and the specificity until assessment design becomes obvious.

The number depends on the scope of the performance change the module aims to produce, not on convention. A tightly focused microlearning module might have one objective. The important constraint is that every objective represents a distinct, assessable behaviour, not a sub-topic of the same behaviour divided into multiple statements. When a module has more than five or six objectives, this usually signals that the module attempts to cover too much. Therefore, it would be better to divide it into multiple focused modules, each built around one or two clear performance objectives.
